The EU’s new Packaging and Packaging Waste Regulation (PPWR) officially took effect on February 11, 2025. Following an 18-month transition period, these rules will become fully mandatory starting August 12, 2026.

This isn’t just a guideline anymore—it’s a strict law for all EU countries, aiming to create a circular economy. Key PPWR Milestones

To stay compliant, brands need to prepare for the following timeline:

  • August 12, 2026: Declarations of Conformity and technical documentation become strictly mandatory for all packaging.
  • 2027: Introduction of digital identification (e.g., QR codes) for packaging.
  • 2030: All packaging must be designed for recyclability (at least 70% recyclable). Also, plastic packaging must include 10%–35% recycled content.
  • 2035: Proof of actual recycling at scale will be required.

PPWR’s Impact on Flexible Packaging

To meet the 2030 recyclability goals, the PPWR heavily promotes the development of mono-material packaging.

The European Flexible Packaging Circular Economy organization (CEFLEX) strongly recommends that flexible packaging be made from a single polyethylene (PE) material of more than 90% by weight. This shift is prompting brands to rethink their packaging structures and move away from traditional, non-recyclable mixed laminates.
